Message of DG
Natural disasters cause human tragedy, crippling economic losses and hamper development, particularly in developing countries, where many people reside in buildings and areas that are vulnerable to natural disasters. These catastrophes cannot be averted but various pre-emptive measures can be adopted to lessen the impact and consequent loss of lives and property.The disaster management denotes the organization and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response, recovery and rehabilitation in order to lessen the impact of disaster.

After the massive October 2005 earthquake, Government of Pakistan established the National Disaster Management Authority at the Federal level and Provincial Disaster Management Authorities to provide concentrated relief efforts at Provincial level. Under the supervision of Government of the Punjab, PDMA works closely with government departments both at federal and provincial levels, the armed forces, UN agencies, and development partners to mobilize, receive, and deploy relief goods and also to devise proactive disaster response plans.

Functions
PDMA operates to ensure timely and effective response to disasters.  In this regard the functions are as following:
  • Formulate the provincial disaster management policy obtaining the approval of the Provincial Commission
  • Coordinate and monitor the implementation of the National Policy, National Plan and Provincial Plan
  • Examine the vulnerability of different parts of the province to different disasters and specify prevention of mitigation measures
  • Lay down guidelines to be followed for preparation of disaster management plans by the Provincial Department and District Authorities
  • Evaluate preparedness at all governmental or non-governmental levels to respond to disaster and enhance preparedness
  • Coordinate response in the event of disaster
  • Give directions to any Provincial Department or authority regarding actions to be taken in response to disaster
  • Promote general education, awareness and community training relating to the actions to be taken in response to disaster
  • Provide indispensable technical assistance or give advice to the District Authority and Local Authorities for conveying out their functions effectively
  • Advice the Provincial Government regarding all financial matters in relation to disaster management
  • Examine the construction in the area and if it is in the opinion that the standards laid down have not been followed it may direct the same to secure compliance of such standards.
  • Ensure that communication systems are in order and disaster management drills are being carried out regularly, and perform such other functions as may be assigned to it by the National or Provincial Authority.

Core Team
Provincial Disaster Management Authority Punjab is responsible for the organisation and management of resources and responsibilities for dealing with all humanitarian aspects of emergencies, in particular preparedness, response and recovery in order to lessen the impact of disasters. It provides leadership for the development of regional disaster and crises management policies and program approaches, with a focus on disseminating the principles and rules for Humanitarian Assistance, supporting the process of strengthening movement coordination and cooperation.
